Al León de Plata que ganó en la última Bienal de Venecia en septiembre pasado por su proyecto de viviendas sociales Elemental, ahora se sumó un reconocimiento de la prestigiosa revista inglesa Monocle. En su anuario de 2008, la publicación nombró a Aravena como uno de sus “20 Héroes” -aquellas personas sobre las que sería bueno escuchar hablar más en el futuro-, destacando su trabajo para “responder preguntas fuera del ámbito de la arquitectura”.

In Europa sta progettando l’atelier didattico del Vitra Campus di Weil am Rhein. «Tutto il mondo, ricco e povero, sta andando a vivere in città. Nel 2030, più di 5 bilioni di persone abiteranno in una metropoli. In linea di principio, è una buona notizia: le città sono un mezzo potente per generare benessere e una scorciatoia rispetto alle dinamiche di equità sociale. A fare la differenza nella produzione di ricchezza sarà la creazione di sapere. In un mondo globalizzato, i creatori di sapere guadagneranno più o meno allo stesso modo ovunque: decideranno dove abitare in base alla qualità della vita che le città possono offrire. Città con buoni spazi pubblici, sistemi efficaci di trasporto, quartieri vivibili, ambienti sicuri e sostenibili. L’architettura avrà un ruolo di primo piano nell’attrarre quel genere di élite. Ma il problema del processo d’inurbamento è che succederà nei Paesi più poveri del mondo, su una scala e a una velocità senza precedenti nella storia. Sintetizzando il problema in un’equazione: per cavarsela il mondo dovrebbe riuscire a costruire una città da un milione di abitanti alla settimana per i prossimi 20 anni, investendo 10mila dollari per ogni unità abitativa. And now, we just got the news that Alejandro Aravena (previously featured on ArchDaily) was appointed as jury of the Pritzker Prize. I think that the inclusion of a young architect that is very into the social aspect of architecture can open the scope of this important award.
We´ll have to wait until March, 2009 to see the next awarded architect. Any bets?

Arranca Nuevo León proyecto de vivienda vertical

Monterrey,NL.- El Gobierno de Nuevo León mediante un programa pionero a nivel nacional inició la edificación de un fraccionamiento de vivienda vertical de crecimiento progresivo, que estará ubicado en el municipio de Santa Catarina.
El arranque de las obras del fraccionamiento Las Anacuas fue encabezado por el, titular del Instituto de la Vivienda en Nuevo León, Juan Manuel Fernández, quien detalló que mediante dicho proyecto se pretenden convencer a los inversionistas sobre los beneficios de construir vivienda vertical en previos de alto y a la vez genera casas con un valor de 250 mil pesos.
El funcionario Estatal, afirmó que De esta forma se detiene el crecimiento desmedido de la mancha urbana en toda la zona metropolitana y así contribuir a reducir los daños al medio ambiente.
Asimismo dio a conocer que el fraccionamiento las Anacuas estará conformado por 14 edificios de cinco departamentos por edificio, así como dos tipos de departamento, 2,200 m2 de área verde, cinco cajones de estacionamiento por edificios y un cajón para visitante por edificio, sin especificar si habrá cajón para discapacitados.

El director del Instituto de la Vivienda de la entidad, Juan Manuel Fernández García, resaltó que la nueva colonia constituye un programa pionero en el país, para apoyar a familias de escasos recursos.
Dijo que el fraccionamiento “Las Anacuas”, es un proyecto que permitirá llevar un crecimiento más ordenado en los complejos habitacionales de los próximos años en el estado.

El arquitecto Alejandro Aravena recuerda que cuando era estudiante uno de sus profesores de la Universidad Católica dijo que sólo comenzaría a creer en la globalización cuando los profesionales de los países periféricos empezaran a influir en el mundo desarrollado desde sus lugares de origen. En cierto modo, la carrera de Aravena es una demostración de que la globalización sí puede funcionar y la influencia puede originarse de este lado del globo. Desde 1992, Aravena figura con éxito en la escena internacional. Fue profesor visitante en Harvard, nominado por la Fundación Rolex de Suiza como uno de los arquitectos más promisorios del mundo (2002) y destacado por Architectural Record (2004).
Este año sumó un nuevo reconocimiento cuando el jurado de la undécima versión de la Bienal de Arquitectura de Venecia le confirió el León de Plata por su rol de director ejecutivo del Proyecto Arquitectónico Elemental. El premio lo recibió de las manos de Frank Gehry y en presencia de tres premios Pritzker. Este año, Aravena, además, fue seleccionado por la oficina Herzog & De Meuron para construir viviendas de lujo en China. Pero, sin duda, el proyecto más importante es su participación en Elemental, el centro que les dio una relevancia arquitectónica a las viviendas sociales y que ya ha construido en Iquique, Renca y Lo Espejo. Elemental es definido por sus creadores como un “Do tank”, en contraposición a un “Think tank”, subrayando así su vocación ejecutiva más que reflexiva y su objetivo de hacer de la vivienda social un foco de equidad.

El boom de la gran ciudad.
Es seguro decir que el mundo del futuro será un mundo urbano. Es seguro, porque ya es una realidad: desde el año pasado hay más gente en el mundo viviendo en ciudades que en el campo. Y en la próxima década la gente seguirá migrando de la ciudad al campo. Cómo culparla: la ciudad ha demostrado ser una solución eficiente para la calidad de vida de una población. En ese sentido, el lugar específico donde una persona o familia vive tiene un impacto profundo en su capacidad de cubrir sus necesidades y, si es el caso, superar la pobreza. Pero el crecimiento de la población urbana en todo el mundo plantea desafíos tremendos, como apunta el arquitecto Alejandro Aravena, uno de los socios fundadores (junto a Andrés Iacobelli y Pablo Allard) del centro de acción Elemental, del cual es director ejecutivo. “Para dar respuesta al crecimiento urbano de aquí a 2030, deberíamos ser capaces de construir, sólo en los países en vías de desarrollo, una ciudad de 1 millón de habitantes por semana usando 1.000 dólares por vivienda durante los próximos 23 años”, explica. “La capacidad de respuesta se está viendo sobrepasada hoy, y va a ser peor en el futuro”, comenta.

La Facultad de Arquitectura y Urbanismo de la Universidad Católica ha creado el Proyecto Wasi con el objetivo de desarrollar una propuesta que pueda contribuir con la orientación que el Estado le da a la producción de viviendas de bajo costo y a las consecuencias que esta política está teniendo y va a tener en el desarrollo urbano.
Para apoyar esta iniciativa, que viene siendo trabajada por el decano y profesores de esta facultad, llegó a nuestra casa de estudios, el 13 y 14 de noviembre, el arquitecto peruano Diego Torres que trabaja hace años en el proyecto Elemental de Chile, el cual busca redefinir el crecimiento urbano de las zonas más pobres de este país sureño.

For Santiago’s Poor, Housing with Dignity
A young boy plays unsupervised in front of a house that bears a small wooden sign, handwritten in marker: Se venden helados-ice cream for sale.
Behind this rather ordinary scene is an extraordinary story with deep Harvard ties. In this tidy development of row houses, 170 families who once lived illegally have become homeowners. Stay-at-home moms feel safe leaving their children in the front yard; some have started small businesses. It is a far cry from the lawless environment of the campamento, or squatter settlement, that sat on the same tract of land until 2004.
The development has transformed residents’ lives. It is also transforming notions of how to build housing for the poor. Similar developments are built or under way at a dozen other locations in Chile, and there are plans to replicate the project in other countries.
In these housing developments, the architecture firm ELEMENTAL departs from common practice in several crucial ways. Their pathbreaking work has won one international architecture award so far.

En días recientes, el jurado de la 11ª versión de la Bienal de Arquitectura de Venecia ha decidido conferir su premio, el León de Plata, al director ejecutivo del Proyecto Arquitectónico Elemental, profesor de la Pontificia Universidad Católica, don Alejandro Aravena.
Este importante premio se encuentra fundado en la consideración del Proyecto Elemental, desarrollado por Alejandro Aravena Mori y su equipo, como un “aporte relevante al problema económico, social y ambiental”.
Sin perjuicio del orgullo y especial consideración que este premio significa para nuestro país, debemos reconocer particularmente las características de este proyecto, entre las que debemos destacar la idea de creación de viviendas sociales definitivas, que tienen la capacidad de ampliarse paulatinamente, llegando incluso a duplicar su tamaño, lo que significa asimismo aumentar su valor en el tiempo; el hecho de que estas viviendas consideren a sus futuros ocupantes como familias participantes del proyecto y no solamente como beneficiarias, y la idea central respecto de que la vivienda social y su entorno, adecuadamente diseñado para la satisfacción de necesidades integrales de las personas, pueden transformar en una fuente de equidad tanto a los barrios como a la ciudad.
De este modo, Elemental enfrenta, consideramos que de un modo sugerente y novedoso, un problema que es de interés global y representa una ventaja comparativa para Chile, al haber nuestro país, a través de distintas autoridades, considerado las variables antes descritas y haberles dado una propuesta de materialización efectiva.
Finalmente, este proyecto es una muestra más de la premisa de que la universidad y la empresa privada pueden y deben trabajar en conjunto, con el objeto de desarrollar proyectos innovadores de largo plazo y que vayan en beneficio y dignificación de los sectores sociales que más lo requieren.

Este año la misma revista acaba de publicar nuevamente el mismo ránking, donde esta vez a falta de 1 arquitecto… eligieron 2! A primera vista podríamos decir que el 4% de los personajes más influyentes en Chile son arquitectos, pero no nos apresuremos, ya que si bien los Arquitectos que aparecen en el ránking son Alejandro Aravena y Alfredo Jaar, este último nunca ha ejercido propiamente de Arquitecto y es considerado un reconocido artista visual, por lo que creo no corresponde referirnos a él en este caso.”

“Revista Qué Pasa celebra su 37 aniversario con esta edición special sobre los personajes más influyentes de Chile durante el 2008. Al igual que el 2007, la lista se elaboró sobre la base de una encuesta a líderes de opinión: esta vez fueron consultados 401, casi un centenar más que el año pasado. Divididos por grupos -política, negocios, ciencias, cultura, entretención y, por primera vez, arquitectura-, cada uno de los consultados pudo elegir a los cinco más influyentes entre sus pares. La suma de sufragios finalmente determinó la nómina de los 50. (…)”

Recientemente se publicó en la Revista Qué Pasa, edición Nº 1829 un reportaje en que se solictó a 75 destacadas personalidades chilenas dar su opinión sobre que le hace falta a Chile para mejorar su desarrollo, requiriéndose como única condición, que cada idea pudiera llevarse a cabo -en el corto, mediano o largo plazo- a través de una política pública.
Pablo Allard, Alejandro Aravena y Andrés Iacobelli, fundadores de ELEMENTAL, aportaron con las siguientes ideas:

“1. Decretar el inglés como segunda lengua oficial
¿Cómo pretendemos ser tan competitivos como Nueva Zelanda o Irlanda si no hablamos la lengua global? No se trata de insistir en más horas de inglés en los programas escolares, o becar más profesores para perfeccionarse en el extranjero. La señal es más rotunda y va por el lado de generar la necesidad desde arriba. Lo primero sería partir con nuestros profesionales, y que todas las carreras universitarias se dicten en inglés y español. El Estado también podría sumarse, y que todos los trámites, documentos, comunicaciones, y hasta algunos mensajes presidenciales se hagan en ambas lenguas. TVN tendría dos señales idénticas y habría incentivos para que diarios y revistas como Qué Pasa tengan ediciones en ambos idiomas. Algunos dirán que los costos serían muy altos o que se ampliaría la brecha entre los que dominan el idioma y los que no, pero con una medida así expondríamos a todos los chilenos al inglés, aumentaría la demanda por cursos y se haría más atractivo enseñarlo. A los reaccionarios que vaticinan la muerte de la lengua castellana y con ella parte de nuestra cultura, para ser francos, este fenómeno ya está sucediendo frente a nuestras narices gracias a la web.”

“4. Una nueva metrópoli de tres millones de habitantes
El desarrollo de los países está cada vez más ligado a sus tasas de urbanización. La competitividad global de Chile será directamente proporcional a nuestra capacidad de construir ciudades que atraigan a los creadores de conocimiento (o que eviten su éxodo) y que, simultáneamente, mejoren la calidad de vida de los más pobres aquí, ahora.
Para dar este salto cuántico hacia el desarrollo, Chile necesita crear al menos una nueva ciudad de más de tres millones de habitantes, cuyo ADN urbano esté a la altura de los tiempos. Es decir, eficiente y amigable, conectada digital y físicamente a las redes globales (wi-fi público y aeropuerto internacional propio), con transporte público futurista, con una huella ecológica neutra, con buen clima (aire respirable) y, sobre todo, inclusiva (tanto para ricos y pobres, como para los inmigrantes que Chile podría y debería recibir).”

Thirty families from the “Vista Hermosa” shanty town in the Lo Espejo commune, received their own homes yesterday, after eight years of saving and organizing.They are the first social projects of the Government given under the new housing policy for families living in poverty.The houses built just meters away from the shanty town and that cost 10 million pesos, have an average area of 63 m2 with 3 bedrooms, a bathroom with bathtub, living-diningroom and kitchen.According to the old design for social projects, they provided only one bedroom, living-diningroom and bathroom with a maximum area of 36 m2.Each “buiilding” is composed of 2 houses, a one story unit on the first floor of 36m2 that can be extended through the patio, and a two story apartment of 36m2 with a maximum addition of 70m2.This new form of social housing implies “sacrificing” certain accessories such as exterior paint and vinyl flooring. But the interchange provides greater consistency, better finishings, aluminum windows with locks and two double outlet sockets in the bedrooms. (…)

Todo indica que abril es el mes internacional para ELEMENTAL, el proyecto de viviendas sociales liderado por Alejandro Aravena y Andrés Iacobelli que sigue desarrollándose con éxito en el país. Ambos tienen comprometida su asistencia a dos eventos en shanghai. Mientras Aravena será el único expositor chileno invitado a la Feria de la Construcción de Shanghai, su socio presentará la iniciativa en el Foro Holcim, donde fue seleccionado como ejemplo de urbanismo normativo. Así, ELEMENTAL podrá sumarse a las exportaciones no tradicionales chilenas, ya que el diseño se encuentra patentado en el país, por lo que no se descartan futuros joint ventures y tranferencia de know how.

Eso es una inversión de $ 2 millones por usuario; mientras, los US$ 200 millones invertidos en infraestructura pública para buses sólo llegan a una proporción de $ 20 mil por persona”.
A su juicio, “lo que nos queda por delante es pasar de un Transantiago que está diseñado para un óptimo económico a un sistema que logre un óptimo de transporte, con buses que viajen rápido por vías exclusivas y con frecuencias adecuadas. Después, llegar a un óptimo social, en que la gente vaya cómoda durante los 100 minutos que viaja. Eso es usar el sistema de transportes como una fuente de equidad”.(…)

En el contexto de la nueva Bienal de Arquitectura se tuvo la buena idea de abrir fotos en internet, donde un número mayor de personas puede dar su opinión. Mediante un moderador, Alejandro del Río, que orienta el debate, se logra, mucho mejor que en los foros en vivo, avanzar hacia soluciones y propuestas.
Es interesante observar que el foro más visitado es el de vivienda social, un tema que nunca ha tenido mucho espacio en las bienales. El foro lo inicia un lúcido texto de Alfredo Rodríguez (”Los pobres, ¿merecen una pobre arquitectura?”) en torno a una pregunta que hizo el ingeniero Andrés Iacobelli a dos amigos arquitectos: “Si la arquitectura chilena es tan buena, ¿por qué es tan mala la vivienda social?”.

The scandal unleashed by the so-called Chubi houses and the tiny dwellings, determined that the government of the President Michelle Bachelet looked to find a new Housing Policy for the Improvement of Quality and Social Integration, to shed the light of change on the situation.
More than a month passed from the television report that denounced the existence of social “houses” of 12 square meters in Malloa and of 9 meters in Machalí, the chilean society began to shake off the lethargy of seeing, knowing and accepting the construction of these dwellings that fail to satisfy the needs of chileans of scant resources, for which “one’s own house” has eluded this important point of the citizen’s rights. The embarrassment in front of works that demean citizens, was the rubric for a vastly delayed decision: to generate a new policy that provides poorer Chileans with housing that is, above all, decent and it is this which has stood out from this presidential decision.

A new face for the Diego Portales

However, the Minister of Defense, Vivianne Blanlot, did not specify to what use to give to the property even though two projects have already been presented to give a new face to te building. (…)

THE PROJECT ELEMENTAL-IQUIQUE RESPONDS SATISFACTORILY TO THE EARTHQUAKE OF THE NORTH

The dwellings of the Project ELEMENTAL, condominium Violeta Parra (ex-Quinta Monroy) in Iquique, managed to overcome the difficult test of the earthquake shaking The Tarapaca region last Tuesday, June 13th, exceedingly well, being found with the totality of the families and dwellings in good condition.
EFFICIENT STRUCTURE
The typology of the ELEMENTAL-Iquique project consists in a one story dwelling on the first level and a two story apartment on the second. Between them are voids of 3×6 meters for the development of additions for the families. This obliges a special consideration in the structural design to include the future additions in the initial structure.
On an inspection visit, after the earthquake, it was verified that the residents remembered the technical instructions incorporated by the ELEMENTAL team where the function of the structure in case of earthquake was explained along with how the additions should be implemented. The previous knowledge to these conditions, like the quality of the construction’s response generates a sensation of security and tranquility of the residents.
SEISMIC EVALUATION
Resident leaders, delegates from each of the condominiums and the volunteer teams from the Chile-Barrio Program and Un Techo Para Chile, went house by house verifying that all the inhabitants were in good conditions, evaluating the dwellings’ responses to the tremor.
In this first general observation it was observed that there were no existing damages in the reinforced steel structure.
The most common defect in the contruction corresponds to a mortar fissure and in the window parapets on the second floor, considered a predictable damage in this level of seismic activity along with superficial cracks in the stucco added by the residents themselves.
ELEMENTAL supports and appreciates the good disposition and commitment of the Violeta Parra community, student volunteers, local authorities and the MINVU, y uses the example of these families as motivation to continue the search for innovative solutions and technology for offering safer and more dignified dwellings for all chileans.
Elemental recibe Sello Bicentenario

De manos del Presidente de la República de Chile, don Ricardo Lagos, la Iniciativa ELEMENTAL recibió el Sello Bicentenario 2004, distinción que busca promover la ejecución de proyectos de impacto nacional y local alineados con el Espíritu del Bicentenario de la Independencia de Chile a celebrarse el año 2010. El Sello se entregará anualmente a 8 proyectos que – provenientes de la sociedad civil, del sector privado y de entidades públicas autónomas – hagan un aporte al futuro del país.
El reconocimiento se obtuvo gracias al aporte e innovación que ELEMENTAL entrega a la Vivienda Social, en la utilización de nuevas tecnologías y aprovechamiento de recursos asignados, en beneficio de familias de bajos recursos de nuestro país. ELEMENTAL fue el único proyecto de vivienda y de origen universitario que quedó seleccionado de entre más de 800 iniciativas por su aporte a “la búsqueda de un país socialmente equitativo, promoviendo la satisfacción de necesidades básicas, la igualdad de oportunidades y desarrollando capacidades para la autopromoción social”.
El evento, realizado en el salón Montt-Varas del Palacio Presidencial de la Moneda, contó además con la presencia del Ministro Presidente del Consejo Nacional de la Cultura y las Artes, Jose Weinstein, así como diversas autoridades entre las que destacó el Rector de la Pontificia Universidad Católica, quien acompañó especialmente a la delegación de ELEMENTAL. Con la entrega de una escultura de Iván Daiber, la Comisión Bicentenario encargada de elegir a los proyectos ganadores junto a otras instituciones, se comprometió en forma oficial a apoyar a éstas y a futuras iniciativas seleccionadas hasta el 2010, fecha en que se celebran los 200 años de república en Chile.

Il concorso internazionale Elemental Chile stato finalizzato alla realizzazione di case a basso costo da prevedere in diversi contesti del territorio cileno, in 7 distinti insediamenti di 1 ettaro l’uno. Il concorso (organizzato dalla Pontificia Universita Cattolica del Cile, dalla Harvard Design School, dal David Rockefeller Center for latin American Studies of Harvard in collaborazione con il Ministero della Residenza e dell’Urbanistica cileno) si concluso a Santiago del Cile a fine novembre 2003 e ha visto la partecipazione di pi di 500 gruppi da tutto il mondo, 7 vincitori, 7 menzioni d’onore e 40 finalisti per ben due distinte categorie; una prima di professionisti, architetti ed ingegneri, ed una seconda di studenti.
